While Dr. Gerardo Arias Mejía was Governor of Caldas and Dr. Juan Pinzón was Secretary of Finance, Joaquín Vieira Gaviria was appointed Manager of Departmental Revenues for Caldas, in Pereira. Vieira hired the services of Ramón Badía, a Cuban technician of Catalan origin, and agreed to pay him six thousand pesos ($6,000) from the funds allocated for liquor production expenses.
